English Language Proficiency Requirements

ICAO Regulations

Aviation English or "plain language" is the language stipulated by the International Civil Aviation Organization as the language in which pilots must have a proficiency level 4 or above on the scale issued in Doc 9835 AN/453. The language used for radiotelephony communications in Maldives is English Language. This is the language which pilots and air traffic controllers must use when the standard phraseologies issued in previous annexes are insufficient.

National Regulations

The Maldivian National Regulations (Personnel Licencing Manual Part 1. para 1.2.9) states that, “as of 5 March 2008, aeroplane, airship, helicopter and powered-lift pilots, air traffic controllers and aeronautical station operators shall demonstrate the ability to speak and understand the language used for radiotelephony communications to the level specified in the language proficiency requirements”.

Henceforth, all applications for issuance and renewal of licences must show evidence of having attained at least Level 4 of the ICAO Language Proficiency rating Scale.

Frequency of testing

For those Licence-holders who have demonstrated at competence Level 4 of the ICAO Language Proficiency Rating Scale, the evaluation shall be carried out at intervals not greater than 3 years.
For Licence-holders who have demonstrated competence at Level 5, the evaluation shall be carried out at intervals not greater than 6 years
For Licence-holders who have demonstrated competence at Level 6, are not required to undertake any further English Language Proficiency Assessments.

Approved Organization

“AANI ASSOCIATES Pvt. Ltd” a local entity has been approved to conduct the English language proficiency testing and training for all aviation personnel.
